BACKGROUND
For almost 30 years, Neil has practised predominantly in the public law field dealing with constitutional and administrative law issues affecting federal, state and local governments, statutory authorities, agencies and employees.
Neil’s background includes extensive experience working in senior positions for the Attorney-General’s department in Canberra, the Australian Government Solicitors’ Office and the Crown Solicitors’ Office in Perth - covering a wide range of advisory, transactional and litigation work.
Before joining McLeods as a partner in 2006, Neil was a partner at Minter Ellison for 16 years and was head of its government, environment and planning group.
EXPERIENCE
Particular aspects of Neil’s experience include the conduct of 3 statutory inquiries, all with the powers and procedures of a Royal Commission:
• In 2000, Neil was appointed to head a statutory inquiry into the provision of obstetric and gynecological services at King Edward Memorial Hospital.
• In 1999, he headed a 14-month inquiry in the City of Cockburn. Neil’s 3-volume report contained almost 100 findings and recommendations dealing with a broad range of public administration issues.
• Four years earlier, Neil headed an inquiry into allegations of misconduct in the provision of child and adolescent psychiatric services at Hillview Terrace hospital.
Neil has appeared as counsel in various jurisdictions including the Supreme Court and the High Court of Australia.
